Abstract

More state governments are developing publicly supported preventive programs to strengthen families. This article describes the forces driving these initiatives, which in turn are redefining ideas about when public involvement with families is appropriate. It discusses four state programs and outlines the choices and issues policy makers faced in formulating and implementing them.
